PROJECT BRIEF

The New York City Department of Environmental Protection, Bureau of Water Treatment, on the Design Services for the Emergency Force Main Replacement at the Victory Boulevard Pump Station project is for the permanent repair of a force main that experienced a leak in a wetlands area, parallel to a state road in Staten Island, New York, requiring repair and environmental investigation. The force main to be repaired runs parallel to a berm that traverses in a north-south direction through wetlands.

As the lead environmental compliance firm, NERIS was tasked with performing a wetland delineation on the project site to include environmental permitting and completing the necessary site restoration documentation. The wetland delineation was successful at determining the saltwater wetland limits and areas of disturbance - approximately 5,000 linear feet - which was properly flagged, marked by GPS, and had a photolog completed. NERIS completed the Site Restoration Plans after collecting the necessary data, coordinated the NYCDEP site visits, applied for and secured the appropriate environmental joint (USACE/NYSDEC/NYSDOS) permits, and was ultimately issued Jurisdictional Determination without delay. The efforts of NERIS continue on the project as additional environmental compliance issues arise due to the unplanned nature of the effort. Having built a positive relationship with both the prime contractor, TYLin, and the regulatory agencies in whose jurisdiction the work takes place, NERIS remains confident that success on the project will remain consistent.
