PROJECT BRIEF

The New York City Housing Authority (NYCHA) Todt Hill Comprehensive Modification Program is a $150 million project extensively renovating seven buildings and 502 apartments at the Todt Hill Houses on Staten Island, benefiting over 1,000 residents. The Nostrand Houses Comprehensive Modernization project in Brooklyn is a five-year, $400 million renovation encompassing 1,148 apartments across sixteen buildings, benefiting 2,213 residents. Both projects include major upgrades such as full kitchen and bathroom renovations, hazardous materials abatement (including lead-based paint removal), heating and ventilation system enhancements, elevator and window replacements, plumbing and electrical system upgrades, facade repairs, and pest control improvements.

Both projects work closely with residents to identify comprehensive modification needs and implement a phased approach that enables temporary relocation of residents for up to nine months while each floor is upgraded. The tight timeline requires close coordination with the Department of Buildings (DOB) and other New York City agencies to satisfy the nine-month construction period. Community outreach efforts include presentations, workshops, and on-site engagement offices to involve residents throughout the process.

NERIS coordinates the filing strategy with the Design Build Team, manages application and acceptance into the HUB for consistent plan exam review, and prepares and submits DOB NOW applications for all buildings at both sites. NERIS obtains design approval, pulls work permits, and secures Letters of Completion for Initial Alteration and Subsequent Plumbing and Mechanical filings for kitchen and bathroom upgrades. Additionally, NERIS prepares comprehensive lists of all open applications and violations to coordinate resolution in anticipation of obtaining Letters of Completion and Final Certification of Occupancy.
