PROJECT BRIEF
The Sea Gate Association is a private community located on the western peninsula of Coney Island and was originally incorporated in 1899. Historically, it was a retreat for the ultra-wealthy and is now home to about 8,000 full-time residents. During Super-storm Sandy, the community experienced varying degrees of flooding, damaging the Police Station, Combined Sewer System, and Bulkhead. The Sea Gate Association secured two FEMA Hazard Mitigation Grant Program awards and one Public Assistance cost-share award to cover expenses associated with the Reconstruction of the Police Station, the Reconstruction of the Bulkhead, and the Repair/Replacement of the Combined Sewer System.
NERIS representatives provided Program Management services to coordinate the design of all three projects. Tasks involved identifying and obtaining information to close data gaps and preparing permit applications for the Bulkhead, including the US Army Corps of Engineers Joint Permit, Department of Environmental Conservation (DEC) Short Form, and Waterfront Revitalization Program Consistency Determination. NERIS staff facilitated coordination between the Sea Gate Association and the Design Teams to respond to Agency questions and concerns and complete Design adjustments, as necessary. NERIS also prepared Competitive Bid packages for all three projects and conducted a pre-bid Meeting and Site Walk for the Combined Sewer Repair Project. Throughout the Design phase of the Sewer Repair Project, there were frequent sewer line and manhole collapses and backups, requiring investigation, documentation, and, depending on severity, competitive bidding and completion of emergency repairs to mitigate health and life safety issues to residents within the community.
